ABSTRACT IMPLIKASI KERJASAMA PARIWISATAINDONESIA-TIONGKOK DALAM MENCEGAH ZERO FARE TOUR DI INDONESIA Oleh: Ruby Vidya Mandala Putri Program Studi Ilmu Hubungan Internasional Universitas Sriwijaya Bali is known as a world-class tourism destination, which must have compatible tourist services standard for compensate. Therefore, the presence of zero fare tour clearly makes government and people in Bali unhappy. Tourism in Bali plays significant role for Indonesia 's economy, especially for local people in Bali. Zero Fare Tours not only cause material loss, but in some point also damage all parts of Bali tourism for short and long- term. This study investigates the implication of Indonesia-China tourist cooperation in preventing zero fare tour in Indonesia. This writing using qualitative method which is collecting datas by interviewing the key informants. This writingalso using the theory of international cooperation with the concept of regime effectiveness. The result shown that Indonesia by the Ministry of Tourism appointed ASITA Bali (the Associations of the Indonesia Tours and Travel) to take a lead solving the problem of zero fare tour in Bali. Cooperation is carried out between CNTA (China National Tourism Abroad) in October 2018. However, the cooperation considered as ineffective according to the concept of regime effectiveness, the cooperation has not been able to address the resolution.
