Through the budget reform , which obtain the performance based budgeting that based on the minister of internal affairs rules No 29 / 2002 and the revised the minister of internal affairs rules no 13 about the region management guideline 2006 hope there is a change in financial arrangement and managemet This study represent case study with object research of local government of Palembang the purpose of this is to find out the empiries proof differences financial performance in decentralization, effectiveness, efficiency and perfeetion between before and after Application Performance Based Budgeting The hypothesis tested with parametric different test, The test is wicoxon sign rank test. The result test showed that there is no significant difference to the financial performance in the government of palembang that are seen from the financial aspect, fiscal decentralization, effectiveness efficiency and perfeetion ratio between before and after Application Performance Based Budgeting
