The plantation sector is a subsector of agriculttue which currently contributes greatly to economic growth. Most Indonesians earn from farming. Coffee is one of the commodities contained in the plantation sector. Coffee development system consist of Coffee Production, Human Resources Improvement, Partnership and Institurional Development, Management Information System Development, and Investment Improvement. The problem in Indonesia one of coffee development system almost 96 percent of the existing land is plantations owned by the people so it is not applying with Good Agriculture Practice (GAP). This research aims (1) to evaluate the coffee development system and its implementation in the City of Pagaralam and (2) to constructs appropriate coffee development strategy to be implemented in the city of Pagaralam South Sumatra Province. The data collection time was from December 2020 to January 2021. The research method used was the survey method. The sampling method used was purposive sampling and this research approach technique was done with Expert Judgement. The data collected in this study were primary and secondary data. Analysis methods used Delphi Method.
