The Goods/Services Procurement Section (BPBJ) has the duty of organizing the procuring goods/services process. However, procurement can be done by holding a tender to get a provider with the lowest price and the best quality. The evaluation process of the winners tender at the Banyuasin Regency Public Works Department currently has difficulty when comparing scores between participants because there are a lot of applicants with assessments based on many criteria. In addition, the assessment carried out is still subjective and only tends to one of the criteria which causes frequent objections from bidders. This study aims to build a decision support system for determining the winner of the project tender to assist the selection process conducted by the Multi-Objective Optimization On The Basis of Ratio Analysis (MOORA) method. The MOORA method is used to provide recommendations in the form of ranking as a reference in determining the winner more objectively by applying a similar scoring standard. The criteria used in this study are Implementation Methodology, Main Equipment, Core Personnel Qualifications, Construction Safety Plan (RKK), and Work Implementation Period. The result of this study is in the form of a system that can be the recommendation for bidders to be determined as project tender winners
