KEPENTINGAN JERMAN DALAM KERJASAMA ENERGI DENGAN RUSIA (STUDI KASUS: PROYEK PIPA GAS NORD STREAM 1 DAN 2)
This thesis seeks to analyze Germany's interest in energy cooperation with Russia, namely in the development of Nord Stream 1 and Nord Stream 2 gas pipelines. This study aims to explain how Germany's interests are in this cooperation, where the Nord Stream gas pipeline increases the delivery capacity Russian natural gas towards Germany. Germany is a member of the European Union and NATO, making the energy cooperation with Russia very interesting to observe, given that Russia is still a country that has the potential to pose a security threat in the European region by looking at historical facts of the Second World War, Cold War, post-Cold War, and which occurred during the Ukraine crisis when Russia demonstrated its military strength by annexing Crimea. Coupled with the concerns of Eastern European countries and the United States of Germany's dependence on Russian natural gas, which is considered to be holding Germany's position hostage. However, Germany continues to cooperate with the Nord Stream 1 gas pipeline and is committed to completing the Nord Stream 2 gas pipeline project amid threats of sanctions from the United States. This study uses a theoretical framework of national interest and the concept of interdependence to explain the conditions that occur in which Germany actually makes Russia the main supplier of its natural gas needs. Using the national interest approach, it can be seen that Germany has national interests in the form of economic interests, namely obtaining supplies of Russian natural gas in order to meet the high demand for natural gas and to maintain trade relations with Russia. The gas pipeline cooperation can also be seen as Germany's effort to achieve national interests, namely defense interests, trying to create stability and security in the European region through energy cooperation so as to lead to conditions of interdependence with Russia to reduce potential conflicts.
