IMPLEMENTASI KEBIJAKAN PEMANDUAN KAPAL DI PT. PELABUHAN INDONESIA II (PERSERO)CABANG PELABUHAN PALEMBANG
This research is motivated by the existence of ship piloting problems at PT. Pelabuhan Indonesia II (Persero) Palembang Port Branch. This study aims to determine the Implementation of Policies Regarding Ship Guidance at PT. Pelabuhan Indonesia II (Persero) Palembang Port Branch. The method used in this research is qualitative method. Data collection techniques were carried out through interviews, documentation and observation. The theory used in this study is the theory of George C. Edward III, where the implementation of this policy can be seen from four dimensions, namely communication, resources, disposition and bureaucratic structure. Based on the results of research in the field, it shows the Implementation of Policies Regarding Ship Guidance at PT. Pelabuhan Indonesia II (Persero) Palembang Port Branch has been running, but there are shortcomings including the number of guides and an understanding of the guide to standard operating procedures (SOP), so the authors suggest that the Regulation of the Minister of Transportation of the Republic of Indonesia Number 57 of 2015 concerning Ship Guiding and Delaying continues in the following year, held the recruitment of Scouts and developed training for ship pilots as policy implementers.
