This research is motivated by the lack of participation of voters with mental disabilities and families of people with mental disabilities in the 2019 general election. The purpose of this study is to determine the course of the voters with mental disabilities in the 2019 general election in Palembang City. The theory used is the theory of Policy Implementation by Ripley & Franklin which has 3 policy dimensions, the first is Compliance Level, the second is routine function and the third is Performance and Impact. This type of research is qualitative research with a descriptive approach, with data collection techniques is interviews. The results of this study indicate that first, the General Election Commisions itself has implemented General Election Commisions regulations according to the stages for persons with mental disabilities. However, on the part of people with mental disabilities and families of people with mental disabilities, they have not felt the benefits they get from the general election. In this study, the authors also suggest that the General Election Commisions should increase the socialization of the importance of voting rights in general elections for persons with mental disabilities.
